Here's an approach where we're not asking people to change their behavior. People are going to throw their cups away, it's convenient for them. With our idea we don't want to change that. We want to create a world where people want to throw their cups away.
What if we had a cup that actually helped the environment, not just hurt it the least? Sure, biodegradable cups degrade over time, but we want an immediate impact.
The "throw away cup" does just that. I can throw this cup in my front yard—knowing it'll be gone quickly and that I've made my grass a little greener.
The picture above is a planting cup made from an existing process. It's made of peat moss and wood fiber with embedded seeds and an added soy wax coating on the inside—a natural, sustainable product.
Let's leverage a technology in place right now, make an immediate impact, and promote a little green littering.

Yeah, we actually grabbed some biodegradable wax paper to line the cup with and it held coffee amazingly well; and with little heat transfer.

Two issues for you to consider:
1) I'm looking at the cup and realizing your version might be thicker than most. Have you explored the heat insulative properties of soil/other fibers? Might you be able to market this product based on how long it could keep your coffee warm?
2) "Caution: this drink is hot!" If you're embedding seeds in these cups, would those seeds survive extended close proximity to near-boiling liquid?

I doubt whether this is the right approach. People who throw away their cup, will throw away other things as well. It´s not a good idea to cultivate bad habits IMO...
Beyond that, I think Starbucks is chiefly settled in big cities - so very few customers there will have access to some garden or cultivated greenland.
Sorry to say, but you couldn´t convince me so far...
