People everywhere are used to taking paper/plastic/glass to special recycle-bins. Add a new bin for coffee-cups - thus they will be easily collected and recycled/reused.
One has to:
- use environment-friendly and reusable cups (e.g. bio-polymers - the technology already exists)
- encourage people to recycle through educational campains that show the impact of such behavior.

I am as well not convinced, that people really would use the extra bins if there are just few otherwise it would be important to put a lot of extra bins in every direction around the shops.
