Solution

Not an original idea at all. Shelter Box has been around for about 12 years now. They are disaster relief housing. Not transitional housing for slums. And they have shipped thousands of Shelter Boxes world wide. 

They respond with a team of 3 or 4 to assess a disaster who arrive in the first or second day following the event. Job one is always to secure the land & permissions necessary to set up a tent village. Job two is security & assistance. Job three is to build a community.  

The choice of a tent in a box with everything a family of ten needs was based on transportation. In most disasters, floods, earthquakes, tsunamis... the infrastructure is destroyed. You need packaging which can be carried by one person.

So far Shelter Box has sent 1584 boxes to Japan. They have shipped over 28,000 boxes to Haiti. Housing 280,000 people. Anyone really interested in the logistics of doing that should google Shelter Box.
