Solution

The concept shows sunrise.

Here the red sun represents Japan. There is a white colour to show peace, positive attitude and simplicity.

The red sun suggest a the shape of a circle although it is not complete, thus giving a emotion of hope. It also helps to use the white space to give suggestion of another white circle.
