Solution

People with immediate basic needs, can't afford to be made guinea pigs for pioneering technology. Our fellow human beings are not tools for the smug amusement of charitable organizations and their followers.



There are high efficiency German designed electric pumps manufactured for automobiles which can be bought for under $10 USD in a Chinese version. These are compact inline impeller pumps which are incredibly durable, yet readily available and easily attained.



They were designed to be cooled by the fuel being pumped. Since we are pumping water instead of fuel, we need to add extra cooling. The cheapest and easiest way to cool the pump is to submerse the pump in a large tub of used cooking oil. The oil is not consumed in the process and is reusable forever. You leave the tub and pump outside, because nobody will bother to steal a messy heavy tub of oil.

There are also 12V diaphragm type pumps specifically made for pumping water.  Here is an inexpensive one that does 5LPM intermittently.  By submersing in oil and running continuously, we can achieve  300 liters per hour.

For power, we need a 12V gel cell lead acid battery, common to motorcycles. They are clean and easy to tote.  These can be attained for under $30 USD. To charge it, we use mass produced portable photovoltaic modules common to recreational vehicles.  A top of the range 120W model will cost just over $500, and can run your pump with some watts to spare to keep the battery charged.

You will also need a long length of silicone hose, commonly used in food and medical industries.   I recommend using a T shape line strainer with easy access clean out cup.

The biggest efficiency hurdle is due to the 6M vertical pull.  So it makes sense to supplement the system with a remote pump pushing from below.  A submersible bilge pump made for boats is ideal for this.  It will require its own separate power supply to avoid 6M of wire creating resistance.  A budget alternative to the remote bilge pump would be a simple one way check valve at the bottom that prevents backflow of water.

Need more water flow? Then just buy more of the above.  The proposed system is almost infinitely scalable at the current market price.  But I can't solve the bigger problem which is the ever dwindling availability of fresh water. For that, you need to stop overpopulating your world with the byproducts of your insatiable love.

COMMUNICATION STRATEGY TOWARD LOCAL ADOPTION:
The best way is to lead is by example.  We should go to the location with our portable apparatus, and lend some pumping help to those struggling most.  We can have ready a list of competing suppliers for every component.  That way they can shop around themselves for the best current prices.  We'll also print some general instructions on assembly and advice about how to prolong the life of the equipment.  Having seen the equipment in action, it won't be difficult to figure out.
