Cool but... As it is currently illustrated, you are close to suggesting a perpetual motion machine.
Think about it, the water turbine generators is less than100% efficient turning water flow into electricity, even when that water comes from the sky. Combine that with the fact electric motors are less than 100% efficient at converting electricity back into rotational power. And then pumps are much less than 100% efficient at pumping water (seal friction, windage losses, etc, etc, etc.).
Recovering some power from the water flow may be feasible, but you will almost certainly need to hook the pump up to supplemental power.
http://www.engineersedge.com/ has the equations needed to calculate how much energy you actually save by installing the turbine generator, if you would like to do the calc's.
