There are already too many cards to carry. I have a feeling adding one more to it may not be most convenient. Also, water is a fundamental right and cannot be restricted in such ways.
Kudos to yusufturab for pointing out that water is a basic human right.
This idea will make trees and alleys very popular and stinky.

Studies have shown that if people are able to instantaneously monitor their gasoline use in their car, they tend to use less gas. Perhaps all you need is a meter on the fixture that instantaneously shows how much water someone is using. Hmm...I should have entered this idea! ;-)
interpreting approach but:
- you increase the water cost already by using a card reader, + somebody to manage this + plastic + the complexity (think about cards may fail in one point so you are gouing to have some people walking around with germs :) )
this should be more simple other then complicate
