Solution

A variation of my submission 1, focussing on never-ending help

The slogan refers to a famous German quote "Nach dem Spiel ist vor dem Spiel" by Sepp Herberger, a football coach legend, in this case, it means: Coaching is one of the coach's most important tasks. And indeed, the preparation for the next meeting begins with the final whistle.

So in case of catastrophe, the helping is not over, when it seems, that the catastrophe ended, but there is still help needed in this cases...
