The connection between Benjamin Franklin and clouds is a an obvious one - but  his image has immense symbolic value: we know his portrait from the 100-dollar-bills and the story of his kite experiments is also quite famous. He stands for freedom of thought, innovation and entrepreneurship. So his face is slightly retouched to appear completely relaxed (and somewhat smug,) with the line of his kite passing through the CISCO logo - i.e. router. The slogan attemps to be clear and humorous, with a positive and still serious message behind.
