The corrupt are represented by figures living in the shadows, but, here, they are overridden by bars. The barcode represents the need to identify the corrupt, the network where they circulate, hence to remove them out of the shadows and place them behind bars, which is a reference to jail.

The red background represents the urgency and seriousness of this evil.
