The Global Innovation Index(GII) for 2018 ranks the MENA countries below the average in the world. The new technologies are a great way to achieve quick innovation transfer in many areas with minimal initial investment.
Blockchain based technologies allow independence, financial inclusion, access to global community, decentralization and censorship resistance, which could solve a lot of problems in the MENA region.

If DAN uses the best achievements from the blockchain industry in order to adapt the best practices from the Global Innovation Index via custom tailored architecture, it could achieve very big success in every target area. This approach will allow quick knowledge exchange with foreign innovation clusters, fostering innovations, attracting investors, retaining and training of human capital, supporting independent journalism, financial inclusion of isolated areas.

Solution

DAN will serve as an innovation hub, using special blockchain architecture, called Unity, which will allow the best possible knowledge transfer between the DAN countries and the GII. Unity will let the people have decentralized social profiles, which will serve as a crypto wallets and personal identification mechanism. Users will configure how they exchange data, store contacts, publish content and transfer money. Unity will operate under FLOSS license and will be completely transparent.

Key Problem

The DAN countries are currently ranked below the world average in the GII charts and important policy changes, related to the human capital development are suggested. According GII, the quality of human capital is an essential factor for improving the innovation climate in any region. Improving skills is one of the most important ways to raise innovation, productivity, and economic growth, and to improve social welfare and equality.

Which field and which area?

Human capital development and retention is an important issue to address for all DAN countries. There are plenty of strategies, which should be implemented, related to improving the access to high quality education, improving tech infrastructure and access to funding, retaining top local innovators, attracting top international talent, involving the immigrant diaspora in national innovation activities.

Effects of the problem

According GII, the DAN economies risk to be trapped in a vicious circle: low economic development does not offer a context that provides enough incentives for young people to pursue higher education, and without a skilled population, economies will not grow.

Second risk is that economies that are catching up are more dependent on technology transfer than they are on original R&D.
Third risk is, that in the DAN countries the R&D could become generally unprofitable, as it happens in countries with low levels of human capital.

Solution

DAN will use a special blockchain architecture, called Unity, which will allow it to engage all local and global actors, who could contribute to the innovation growth in the region, and monitor the process via advanced BI, while exchanging data with GII and other authorities. Unity will let all people have decentralized social profiles, which will serve as a crypto wallets and personal identification mechanism. Users will share content, raise campaigns, store contacts and transfer money.

Unity's architecture will reflect the important role of the person in every system. It will be a prototype of the decentralized social media in the future. Unity profiles will be accessible for everyone and they could be managed, customized and hosted everywhere the user wants, under her personal terms. It will operate under FLOSS license, and everyone will be able read its code, extend it and redistribute it. It will integrate blockchain technologies like Steemit, Onthology, Vaeon and others.

The Unity user profile will be fed by the ratings the user has from different online freelancing, crowdsourcing or P2P systems, like AirBnB, TaskRabbit, Freelancer.com etc. Imagine all possible ratings/KPIs, plugged in the profile as plugins, and all the systems they come from to be considered as 'Labs', where the user participates. The profile will have also a knowledge-sharing module, showing the user's rating and data from Teachable, Udemy and other knowledge-monetizing profiles.

The core purpose of Unity will be to allow users to use their knowledge, trust, contacts and experience for crypto mining in a platform independent format. It will allow the users to work on different 'Labs', share best practices, initiate legislations and there will be no third-party platform, like Facebook, selling their data. The users will develop new product and service ideas and methodologies, and participate in paid or 'for love' research from third parties like universities.

Unity users will be able to store every kind of crypto currencies in their profiles, and they will serve as crypto wallets. Thus, they will be able to receive payments independently from the traditional payment systems. There will be a special module of Unity, related to independent journalism, causes and campaigns. This will allow the users to publish their content without fear of censorship and raise funding from supporters. This will help overcoming the financial exclusion in some regions and support human rights activism. Users will be able to list their interests in their profiles, alongside with their problems and causes they are interested in. This way they could reach like-minded individuals and spot initiatives.

DAN will be able to gather real time data about the socio-economic and innovation landscape in the region with specially tailored BI tools. They will reflect the latest GII metrics and suggest the best further strategies.
